Ditto also what Frank said. Flux core is real messy. The wire is real susceptible to breakdown from humidity. Gas is relatively cheap and you can weld half a Sprite together on one bottle. Don't ask.

You could have some rust that has formed either on the end of the input shaft, at the pilot bushing, or rust on the surface of the flywheel. Friction from either would keep the input shaft spinning
