I sanded mine after applying the filler so I really didn't have to clean it. By the way, I believe the steering wheels are made of hard rubber rather than plastic. I used an acrylic lacquer to paint

I would block sand the primer with 400 grit, then wipe it down with Paint Prep or similar product. Be sure your primer is compatible with your topcoat. To be safe, it's best to stick with 1 paint man
