The new pump should have come with new spacer, did it? The old pump and spacer were a matched set, made to give the right throw for the application. The new pump should have it's own spacer, probably

Sounds like spark plug wires to 1 and 2 are reversed and fiddling with the carbs is just leaning out the firing cylinders to confuse the issue. Remember the firing order is 1,3,4,2 and the Dizzy goes
