After pulling the sodden carpet out of the boot to dry out I noticed a block of foam and a rubber strap in one of the wells. Clausager mentions this is for securing the pack-away hood frame (page 28)

Its dead easy - just take the tach out, remove the back cover, drill a small hole in the cover so that you can adjust the potentiometer you will find inside (its the only one) once the cover is back

Check for a ground connection on the sending unit. It should have one. If it does, clean it. If it doesn't, add one. To test it, check its resistance at various level of fuel. It should be different.
