The end pushes in for the horn, just like you push in the end of the opposite stalk to activate your washer pump.

Dont forget the T-37, that Pontiac offered in 70 and 71. It was for those that couldn't afford the full blown GTO, but didnt' want a lowly LeMans. The T-37 was a LeMans body with a GTO engine in it.
