The coating on the lower fenders is probably an anti-chip that you spray on (in a spray can) just before the topcoat. A lot of newer cars used this along the rocker panels and the bottom of the fende

A lot of times, wandering is caused by no or not enough caster (axle inclination) if the axle is not bent (different from side to side) this can be adjusted with wedges between the axle and springs.

I don't know where you are, but in my neck of the woods, the 9" rear end is well worth the $200 by it's self. and once you switch to open drive line, it really doesn't matter what brand the rear is.
