The License Plate number is correct for a 1969 California car .... '69 was the last year for the black plates and Yxxxxx is correct ... ...to add to the mystery....

That is correct, it is too high. If the tire is of the same load rating then use the factory recommendations. And not just the letter...A, B, C etc ... the actual lbs ... it varies buy tire size. Not

The bill that was just signed changed the exemption from a rolling 30 year to a fixed 1975 year. Newer than 1975 need smogcheck, older do not. Nothing else has changed or is about to change AFAIK....
