Mike - I assume you are talking about the left side front marker light. I just reinstalled mine (I painted the car). There was no ground wire there. I installed the licence plate ground yesterday and

FYI, one of the most common tricks played by DPO's is to replace a defective flasher with one of a different size and shape, stick it in a different location, and sometimes leave the old one hanging

If the grounds don't pan out, check that the turn signal circuit is completing through the hazard switch. These sometime build up contact resistance through the normally closed contacts for the turn

If the problem is insufficient load because the front lamps are not installed the rears and the dash tell-tales will light but not flash. If they don't light either then you have some other problem.
