Angle grinder with a twisted wire brush. If you go this route, it will at least two brushes to do the entire car. A drill is much too wimpy to get the job done. I bought a small angle grinder for $40

I used the wire brush on a grinder also. Did a great job. But even better are the purple 3M grinding disc that are about 3" in diameter, 1/2" thick. You get these at a good auto paint supplier. They

Only warning I'd give you with Vance's method is that a wire brush on an angle grinder can do some serious metal damage if you're not careful. It's also great at removing rust and showing you exactly
