Yes, that "C" clip is what holds it in. Doesn't seem like much but that's standard practice on all these axles of this design. Kind of surprising. The way I do this is to remove the rubber o-ring to

It doesn't look all that stout, but it works just fine. No inner axle seal--the bearing is lubed by rear end oil. You know how hard I skid Peyote around. I'e had the rear end apart numerous times and
