You didn't mention that you checked to see if the throttle discs themselves are closing all the way. They can be tightened in place and not allow closure leaving a large air opening. --Original Messa

it could be something as simple as how the linkage is bolted together..loosen the little center nuts and bolts on the shaft that runs between the carbs, one may be out of whack, keeping the throttle
