I would almost be certain that when they designed the head they ran into a problem with the water gallery / head bolt connections with the block and balancing that with giving the head enough streng

The correct answer seems to be that the original head design was good enough and to re-engineer the block and head to have better spacing of the studs to allow for maximized flow wasn't a priority. _
