There is some play in the engine mount where it bolts through the inner fender. Try loosening these bolts and see if you can move the engine enough to get the required clearance. I had this problem a

The way I've done it is loosen all the clamps and wedge pieces wood around the pipe where it passes through X trying to get even spacing on all side of the pipe. Now tighten exhaust clamps and pipes
