I was wondering about tire/wheel size. I dont remember that being mentioned. A recalibration or gear change(if available) would help, IF that was the cause. Im thinking he has had it to a shop previo

Use a stop watch and the mile markers on an Interstate. 1 mile in 1 minute equal 60 mph. Try it for 5 miles and you will have a good average.Included tire size, wheel size, gear ratios etc. Dave Marr
