I wouldn't think the locating pins would have to be hardened since they only locate the flywheel onto the crank and take little or no pressure. The hardened flywheel bolts, tightened to proper torque

There is a big difference between a hollow roll pin type dowel that locates something and a solid metal dowel. I suggest the flywheel dowels are solid because they are doing more than just locating a
