There is a gap between the panels at the bottom of the inner panel, you would probably need to tack weld a piece of metal strap to the plate, to act as a handle. Yeah, it might not work on a big wind

For what it is worth, if I do three point belts in my Cameo I'll just do the same thing that is in a friends Bonanza. The upper attach point fabricated bracket uses .090 4130 steel then 4 CR 2249-4-4

Haven't seen these seats--but seems to me that the seats would have to be very very strong, especially on the latch that holds the seat vertical. In a crash you'd be totally relying on the seat latch
