in california, im not sure about other states, if a vheicle does not have a bracket or a place in the front bumper the car company made specifically for a plate, you do not need a plate. i didnt like

In Michigan you can run with YOM and use only the rear plate even thought we currently have both plates and 2 plates have been used most of the time here. A word of caution when buying an old plate,
