I might be able to help the answer to why the hole in the carb. Could it be for the vacuum line for the vacuum wipers? My Carter carb for the '46 has a hole that faces the firewall and my vacuum wip

If it is not a manufactures hole then maybe you can tap it and fill it with a machine screw. I think some carbs had vents on them. It shouldn'y effect anything as the float bowl is not pressurized.(
