Looks like these are just some small pinholes. I'd probably just slather in a bunch of POR15 on both sides. That stuff will fill in a lot of holes and dries pretty hard. If you have bigger holes you

that is a very comon area to rust out. the problem is if you fix the holes you see you won't catch the holes you don't see or the paper thin areas next to them. the rust and holes probably go all th
