Just a post to thank those who replied..Problem was corrected by dismantling and cleaning the ends of the ballast resistor itself...Sorry ,I allowed myself to be fooled as it didn't show up in a volt

Restoration-end in sight ! But== after replacing rings,bearings,carb parts from Dean, points and condenser,wires , and plugs, the engine starts fine with almost no cranking...runs perfectly for 2-3 m

Sounds like fuel problem. Change the filter, and make sure there's no crap in the tank. If the fuel pickup in the tank, or the filter is nearly blocked, running for 2-3 mins could completely block it
