I am rebuilding a 1971 1275 midget engine and am running into a problem. I think I have everything wired up correctly, but when I turn the key, the engine turns over but I get no spark at the plugs.

You could use a timing light to check a couple of things here, that there _is_ spark, and that it's occuring at the right time. Two suggestions have been made about the wiring inside the distributor,
