Not likely on a 20 lb tank. Most places that fill them do it flat rate. (Getting someone to get out in the cold isn't worth it to sell you one gallon of propane.) If you bring a bunch, they'll do it

Maybe even a very regional thing ... I've bought propane in many different states and never had to pay a flat fee. Some places do have a minimum sale of a gallon or two ... if I need less than that
