I've had all 4 drums balanced, all 4 wheels balanced, & all 4 tires shaved (Hendrix Wire Wheel in all cases), and have no shake whatsoever at any speed. Mick Vander Ploeg 57 BN4

Yes you are correct.... balancing the tires and truing the wheels is critical. If you did have the freeway scuttle shake previously... and didn't replace the shocks... your shocks are still probably
