Assuming this isn't a trick question...... It's damaged. The indent for the shock arm bolt has been distorted and it looks like it was removed without taking out the bolt for the shock arm first. Rep

The shock pinch bolt would wear before the upper bolt would get anywhere near that. Someone probably used the wrong bushings or some thick washers on one end, couldn't get the scoop in the upper bolt

So it sounds like it was just the PO was unable to line up the notch with the shockarm pinch bolt and pulled the trunion pin out and super-ground it until he could more easily hit the notch? I though

You mean like "ha ha" kinda funny, or "wouldn't it have been easier to install the pin, THEN the locating bolt rather than grind off the section of pin so you can install it AFTER the locating bolt"

Yes! I was speaking of the threaded end. Thanks for the bit of hope and good will though, Hal! I have started applying penetrating oil to it. Everyday for a week or so should do it, eh? =D
