John I don't know if the smell and starting are related but you might check the bottom of the carb. It has a small plug in it that has an O ring. If the O ring leaks then you will smell gas. The plug

more than likely your float bowls are flooding ie: either your fuel pump is over powering the needle valves or you have dirt particles in the needle stopping it from closing off as the float rises. t
