I had the same thing happen on my 1980 MGB after replacing the main and dash wiring harnesses. It turned out that the wires at the flashers were not marked correctly; swapping them fixed the problem.

You lose the turn signals because switching the hazards on disconnects the turns, so that is normal. The hazards have their own in-line fuse - which confusingly is brown both sides. This goes direct

On my '77, you have to turn on a turn signal to activate the hazards.
