It's not the splined portion that is pulling out of the clamp. Let me give you a better visual. Remove the bolt holding the lower shaft in the clamp, and pull away the rack and the lower shaft. Now

You know, I don't want to swear by that. I don't have one to hand. The one in my SD1 which I just pulled out last month definitely had no shear pins, but tho similar it is not the exact same design.

I have never had one apart but if you can get to it I'd put a pin through where the plastic pegs have sheared, not being particularly fussed about upsetting the shear characteristics as a result. ///
