The shop manual approach is the better of the two methods. The method with both valves closed on the same cylinder will not guarantee that the valves are fully closed. -- Best Regards, Tom

The problem is that there is a gradual ramp between fully closed and open, you may not be able to tell if one of the lifters is on that ramp. The result would be a valve that is set too loose, which

With the stock TR3 camshaft, the exhaust valve isn't yet fully closed when the intake begins to open ... I would think this would be even more pronounced on a racing camshaft with a larger overlap.
