I wonder if Corey was referring to the thumbscrew on early distributors that allows you to tweak the timing in small increments? I'm not that familiar but I think that was the intention of that thumb

You only need to plug the vacuum leak created by removing the hose from the retard pot. It can be a cap over the source vacuum fitting or a plug in the hose. The retard pot does not need to be block
