I would try mineral spirits on a rag (after getting the worst of it off with a tooth brush or something). I did this on mine and the wrapping held up okay. Good luck

Use Brakleen, probably applied with a paintbrush to loosen the grime followed by simple green. You shouldn't damage anything that way.
