To get in the ballpark, adjust the mixture screws on both carbs--keeping the else the same--until you get maximum RPM. Then use the method Eric describes to fine tune (you'll be pretty close already)

If the slow running screw is not able to adjust the idle speed below 800 rpm he probably has an air leak through the throttle shafts or the rubber gaskets on the slow running screw are worn/leaking/n
