Actually, Mercia was the name of a kingdom, encompassing all of Southern England (except Cornwall), East Anglia and the Midlands. It's western border was the border with Wales. It existed from around

Luton would have been part of the Kingdom of Mercia, also, so I think that this probably is the origin.
