Bill, Welcome to the fun world of restoring a Morgan. Unlike anything else. No, the bonnet halves should NOT touch the top of the fenders. In fact there should be a "uniform" gap of 1/4 to 1/2" or so

I might add that in my experience- I don't paint the bonnet untill the rest of the car is painted and bolted together- hard & tight. Only then do I fit the bonnet. As Bob said- you can do quite a bit
