I don't know about the ones you have, but proportioning valves in general keep 10# pressure on the back brakes to take up some spring travel. Many brake master cylinders have a compensating valve in

I am sure this is not the problem, but.... Take the front master apart, make sure there is NO little cup with a flapper valve forward of the spring (away from the reservoir). It will not be there in
