Without knowing more history, I would guess that both headlights are connected to the harness backwards. It could be the wire to the high beam indicator connected to the wrong terminal at the dimmer

My guess would be that the wire to the indicator light is connected to the wrong terminal on the bright light switch. At least on my car the wire for the indicator light comes from the switch. -- Bes
