Yes, the fuel pump does click, so I do not think that this is the problem. I always start the car in neutral, but, in addition (I read that in my other car's user's manual) if you depress the clutch

In PA it is illegal to sit at a light with the car in neutral. If it is in gear you have a better chance of slipping your foot off the clutch and either (as the book says) getting outta the way quick
