apart I'm concerned you don't have all the necessary items to do a proper rebuild and would be guessing that putting new gaskets and new float bowl needle and seat won't do much unless it's the need

Yer supposed to compare the readings on the Unisyn and adjust the idle speed screws to make them the same. You don't care what the reading is as long as you end up with the proper engine idle speed
