Extra fine steel wool or a generic plastic scrubbing pad. Both will scratch, but not like sandpaper.

On the rust...I have had luck using a very fine copper-brass brush on a Dremel tool. It was soft enough to not scratch the chrome, but stiff enough to remove rust (with a little time and patience) Ma
