No actually it's a pull out type only, it doesn't lock. Thats the problem! I just spoke to Bill at sumidel and he told that this is perfectly normal, as is the slop in the jet mechanism/linkage. App

Try a couple of clothes pins. Use two for fast idle and choke, then remove one for fast idle only. This is common practice in T series cars that once had some notches that have long-since been round
