Allen, just looked at my 70 1600, I've had 5 yrs. PO installed dash cap fitts just as you have described. it has aluminium tabs under the center screws and over the center cut outs next to the windsh

That sounds fairly typical. I've installed 2 and niether was a perfect fit. AS to what kind of glue, use silicone adhesive like the permatex stuff. Don't use any kind of solvent based glue like goop

I also installed a dash cap from Dan at Rallye about 4 years ago. From my recollection, the cap came with a tube of plain old RTV (silicone glue). My biggest challenge was getting it over the vents
