Well first off I'd be sure the ground is good. Those little double-bullet ground connectors are vunerable to engine funk. Just connecting the black ground wire to a good ground should reveal if this

This is a classic symptom of a bad ground, so that is where I would start. The original ground was a bullet connector shoved into a metal clip, screwed to the body behind the horn on each side. If c
