The last time I had the need to revuild a dual master cylinder bore I used a pair of straight hemostats to reach and remove the inner snap ring. They worked pretty well, but it did spring out the tip

Yep--a common, cheap, oriental pair of needle-nose pliers. Grind them down on a bench grinder along their length to thin out the jaws so they will fit down into the cylinder. Works great. --David C.
