I don't have the article handy, but based on my reading, I wasn't able to draw any conclusions either way on PERFORMANCE in the traditional sense, (i.e. horsepower or improved acceleration, etc), but

The air pump isn't going to improve the performance, since it takes power to run it and it may cool the head and exhaust manifold. The purpose of the thing is to assist with passing emissions tests.
