I can think of several places on the car where intrusion from rising water might be a problem. For example, the bell housing cotter pin would let water in and the differential is vented from the top.

The difference is in water pressure and duration, as well as whether the car is running or not. Floods have ruined many cars. An hour's standing in water can leak water into wheel bearings etc., also
