First off they aren't freeze plugs, I've seen a lot of frozen/cracked blocks with the plugs in place. They are core sand removal holes. To remove them I drill a 1/4 hole in the plug and pry them out

I've found that if you knock the freeze plugs in with a punch in the center near the edge, it will poke that side into the block and the other edge will rotate out where you can grab it with a pair
