I always use a big pair of channel locks. Gripping the cap, rocking it slightly, and pulling out at the same. Then turn the hub 180 degrees and try again. If that doesn't work you may have to blast.

Hi Folks, Snap-on used to make a special tool just for this application. It's been a number of years since I used one but I'd check with them - worked simply and without damaging the dust cover/cap.

Paul, I use a lead hammer to tap the edge of the hub cap while slowly rotating the tire. This usually causes the hub cap to come out 1/8 to 1/4". I then use a pair of channel locks with the jaws tape
