With the correct bearings, spacer and hub and no shims it is not possible for the inner races to tighten onto the spacer and leave slop in the bearings. Are you sure there are no shims stuck to anyth

You could take the other side back apart and compare the dimensions of the two spacers. If they're the same, then there's something wrong elsewhere in the hub or with the axle. If they're different,
