Umm, they're probably not leaking because, with the valve removed, there is no pressure <g>. Why do you think the PO went with the tube shocks? I think you can assume that if you replaced the valve,

When converting to tube shocks the "guts" of the old shocks are removed. This way the old shock just works like an upper A arm. Larry Hoy

I may be mistaken here, because I haven't done a tube shock conversion and don't plan to, but on a Midget, I believe you remove the valves from the lever shox and leave the shox in place because they
