Did the SCCA offer specific suggestions as to approved sources of fuel ? Are they going to test the fuels of winning drivers to determine after the race whether they put new additives into the tank?

No, no specific approved sources of fuel. Testing is just as you would test anything else. In impound after qual or after a race. One of the reasons for the recent requirement to add a 'T' fitting in

Interesting topic... I remember a few years ago when rumors were floating around Formula 1 paddocks that there was no gasoline left in Formula 1 'fuel'. People were getting sick, paint peeling, etc.
