The action of the voltage 'stabiliser' means that there is 12v switching on and off about once a second which is the supply to the gauge on the light-green/green, I've never measured the voltages on

Check two things. 1. A voltage stablizer controls the actual voltage that the electric gauges receive. When the voltage stablizer is bad, it can result in no voltage at all (no reading on the gauge)
